“Iorworth Hoare, was on release from Leyhill open prison in Gloucestershire when he bought his winning ticket for Saturday’s Lotto Extra draw.

But prison regulations limit the amount that inmates can spend and the 52-year-old convicted criminal will be barred from using more than £163;14 a week from his fortune, on cigarettes, Mars bars, writing materials, telephone cards and other incidentals stocked in prison shops.

The rapist, who has already been in jail for 36 years, has been moved from a low-security open prison to satta king a high-security cell in another jail hundreds of kilometres away amid fears that he could be attacked by jealous prisoners.

Hoare, who has a record of good conduct ever since starting his sentence, had been given weekend leave and was staying in a Home Office hostel in Middlesbrough, 400km north of London.

Hoare has been told he will no longer be given any further weekend leave, for fear he will buy a plane ticket and escape overseas.

The coal miner’s son first went to jail for three years in 1973 for raping a woman in Leeds. After being freed, he sexually assaulted a teacher and a housewife in separate incidents and was jailed for four years each time.

After serving his sentences, he raped a 60-year-old woman, again in Leeds, and was caught after he sent in his photograph – with his address and telephone number – to a popular television quiz show, asking if he could be a contestant. Hoare was jailed for life in May, 1989.

Mrs Edna Petersen, director of the charity Justice for Victims of Crime, told The Straits Times: ‘It is outrageous that criminals still serving their sentences are allowed to gamble by buying lottery tickets.

Two people were killed and another was injured in an armed attack on a Moscow slot machine arcade early Thursday morning, in what has become the tenth such robbery in the city since the start of the year.

Armed men burst into the north Moscow arcade at about 6 a.m. and opened fire, the Interfax news agency reported. They killed a security guard and a customer, and seriously wounded the cashier.

The assailants took the cash from the slot and game machines before fleeing the scene.

KANSAS CITY (AP) – A Kansas City municipal judge being investigated for accepting loans from lawyers has a gambling addiction, her attorney has confirmed.

Judge Deborah Neal, 54, has been on paid leave since Aug. 16; she remains hospitalized for treatment of play bazaar depression. She was among the patrons in a Kansas City, Kan., casino that was raided by authorities in April.

Neal’s lawyer, John Kurtz, will not say how long the gambling problem has existed, though Neal filed for bankruptcy four years ago.

He also declined to say how many lawyers loaned the judge money and whether any of them practiced in her courtroom.

Ethics rules forbid judges from accepting loans from lawyers who appear before them.

The judge, who joined the municipal court in 1996, has said none of her rulings was influenced by lawyers who loaned her money.

Regardless, legal experts say lawyers who loaned Neal money could be disciplined by the Missouri State Bar Association. If they received preferential treatment, it could be a federal crime.

Neal, who makes $123,744 a year, filed for bankruptcy four years ago with debts that included $48,000 in federal income taxes.

For the last two years, according to court records, about $1,730 has been deducted from her paycheck every two weeks as part of debt payments.

The Missouri Commission on Retirement, Removal and Discipline of Judges is involved in Neal’s case. It can reprimand her or ask the Missouri Supreme Court to discipline her, including removal from the bench.

Retired Judge Charles DeFeo has been named to replace Neal, at least through Oct. 8.

JACK WHITTAKER WINNER OF THE BIGGEST LOTTERY JACKPOT BURGLARIZED

Three men burglarized the home of Jack Whittaker, winner of the biggest lottery jackpot in U.S. history, as an acquaintance of Whittaker’s lay dead inside, police said Tuesday.

Whittaker was not home at the time, and Chief Deputy John Dailey said the death of Jesse Joe Tribble, 18, was not related to the burglary and was not a homicide. It may have been drug-related, Dailey said.

“We’re pretty sure they knew he was dead. That’s why they went inside and took the stuff,” Dailey said.

The break-in took place Thursday night or Friday morning. One of those arrested reported Tribble’s death late Friday morning, Dailey said. Tribble was a friend of Whittaker’s granddaughter, and all three suspects were acquainted with Tribble.

Dailey would not say how the three knew about Tribble’s death.

J.C. Shaver, 20, James Travis Willis, 25, and Jeffrey Dustin Campbell, 20, were charged with larceny and other offenses after being captured on a security camera that Whittaker recently had installed, authorities said.

Police recovered $15,000 worth of items taken from the home, Daily said. He did not give a total for everything stolen.

Whittaker won the largest single jackpot in the nation’s history when he hit a $314.9 million Powerball jackpot on Christmas Day 2002. He chose to accept a lump sum of about $113 million after taxes.

Since then, Whittaker’s vehicle, business and home have been broken into repeatedly. Last year, a strip club manager and his girlfriend were charged with drugging Whittaker and stealing a briefcase containing more than $500,000 in cash and cashier’s checks. The money was recovered.

I am back in England after three weeks or so at the World Cup, a pilgrimage I vowed to make every four years for the rest of my life after I met an Irishman in Seoul in 2002 at his tenth finals (I think he was wearing the same tweed jacket back in 1966).

The first I travelled to was Italia ’90 and compared to that, Germany’s organisation was light years ahead. Germany’s rail network was excellent and Indian satta its ICE trains were not quite as fast as France’s TGVs in 1998 or Japan’s Shinkansens (bullet trains) four years ago, they were very frequent and reliable. Throughout I marvelled at the folly of England’s efforts to stage the 2006 World Cup. For a start England’s transport network is some years behind Germany’s, where trams, cycle lanes and double decker trains are the norm, not the rarity. One could argue that England’s stadia are better, though the modern arenas in Munich and Gelsenkirchen are streets ahead of anything the home of football has, until perhaps the new Arsenal and Wembley stadia open.

I thought the choice of three venues with running tracks, Stuttgart, Nuremburg and Berlin, also meant three venues with subdued atmospheres however renovated the buildings were, and at least England would have hosted the finals with soccer-only arenas. But the ‘smaller’ stadia such as Cologne and Hannover had top drawer atmospheres and superb sightlines. My favourite remained Leipzig, the most spectacular of the venues from the inside and so grand and imposing from outside, with a monumental approach redolent of the 1930s.

I would question the choice of small and inaccessible Kaiserslautern as a host city although Moenchengladbach might well have replaced it had their stadium renovation plan been in place by the time of the initial bid. One could argue that Derby, a venue touted for an English World Cup bid, has similar shortcomings.

But I do not wish to moan. The World Cup was at home in a great host nation and was a superb fan experience all things considered.

The best two things about the decision to give the World Cup to Germany were the amount of space in the country available for visitors and the positive reaction of the host nation’s people. Germany’s cities were so visitor friendly, boasting wide streets, many of them pedestrianised, and extensive beer gardens to make all the fans feel happy and relaxed.

The Germans were relaxed too. Even when thousands poured into the streets of Berlin or Munich after German victories the atmosphere was hugely celebratory, not aggressively tribal as it would have been in England.

There were TVs everywhere, even in the river (in Frankfurt) and the fan fests proved they had got it right in welcoming fans with or without tickets (most people saw none).

Above all it seemed the authorities were welcoming the influx, not worrying about any possible problems that could result. Unofficial merchandise was everywhere and there were no problems finding flags, scarves and shirts with the country of your choice, far cheaper and more attractive than the perenially overpriced and ugly official FIFA souvenirs.

I remember Euro ’96 as a tournament with unreliable transport connections, police and local authorities afraid of putting up big screens because of the public order risk and the centre of London oblivious to the tournament that was taking place on its doorstep. Add to the fact England is a cramped and awkward country where football fervour too often leads to ugly nationalism and you can see why Germany was so much the better choice.

I salute them for hosting a terrific party where it was hard to see what more the Germans could have done to live up their motto of ‘Die Welt Zu Gast Bei Freunden’ – the world as a guest among friends, or, as they translated it, ‘A Time to Make Friends’.

Woken this morning by the call of the muezzin, blaring out “Allahu akbar” on a microphone at 5.30a.m. This got me thinking further about the similarity Pkvbetween Islam and football. Romario je pet godina igrao u PSV-u s fantastičnim učinkom od 98 pogodaka u 109 ligaških nastupa.

Unatoč tome što je pomogao klubu u osvajanju triju prvenstava, PSV mu se “odužuje” tako što je proglasio devet njegovih golova – neslužbenim, a onda i nevažećim!

Romario je dan prije 40. rođendana postigao još jedan (službeni) pogodak za Vasco, u porazu od 1:2 protiv Americe u regionalnom prvenstvu Rio de Janeira, što je po brazilskoj statistici njegov ravno 950. gol u karijeri. No, istovremeno je ostao “kratak” za devet pogodaka iz razdoblja 1988.-1993., kad je branio boje “elektroničara” iz Eindhovena.

Prije nekoliko dana, PSV je objavio da Romariju priznaje samo 165, a ne 174 gola, koliko on smatra da je postigao. Nizozemci su objasnili da je devet od tih golova postignuto u neslužbenim prijateljskim utakmicama, koje ni klub ni Nizozemski savez ne vode u svojoj evidenciji.

No, budući da Brazilci uvažavaju “sve žive” utakmice, uključujući i malo ozbiljnije treninge, razumljivo je da se Romario pobunio protiv stava svog bivšeg kluba.

Ipak, s obzirom da je Romario Brazilac, nema dvojbe da će njegovi sunarodnjaci i dalje voditi i tih devet golova kao službene. Naime, u spomenutih 950 golova ubrojeni su i mnogi Romariovi golovi iz prijateljskih utakmica u Brazilu, koje Europljani također ne bi priznali kao službene.

Romario, koji je sam sebe proglasio najboljim igračem u povijesti iza Pelea i Maradone, primio je posebne počasti od prijatelja i rođaka prilikom izlaska na teren protiv Americe, drugoligaškog kluba za koji strastveno navija njegov tata Edevair. Iako je priznao razočaranje porazom u utakmici regionalnog prvenstva, koji mu je pokvario rođendansku proslavu, najavio je da će nastaviti igrati barem toliko dugo koliko mu bude potrebno doseći brojku od 1000 golova. Pitanje je samo – po čijoj računici!
